Strategy and fairness for stronger youth outcomes
bijoux consulting group partners with youth legal system and child welfare organizations to improve outcomes for young people and the communities they live in. We combine public health and epidemiological analysis, business strategy and innovation, and a Community Development Model to help organizations build stronger programs, fairer practices, and more effective policies.
Our work is grounded in the belief that meaningful improvement happens when data, policy, and day-to-day practice are aligned—and when solutions are shaped by the communities systems are meant to serve.
Why We Exist
Youth-serving systems are shaped by policies, structures, and daily decisions that have real consequences for individuals and communities. Too often, improvement efforts focus on isolated changes without addressing the underlying conditions that influence outcomes.

Founding partner
Dr. christian h. bijoux, PhD, MPH, MBA
Dr. christian h. bijoux, PhD, MPH, MBA is a nationally respected equity, organizational development, and systems-change leader with more than 20 years of experience supporting public agencies, nonprofits, and cross-sector partnerships to translate commitments to equity, fairness, and inclusion into sustained practice.
He has held senior leadership roles across complex public institutions, including serving as Chief Diversity, Equity, and Inclusion Officer at the San Francisco Public Utilities Commission. He currently serves as Deputy Director of Community Development and Enhancement at Georgetown University’s Center for Youth Justice, contributing to national efforts to address racial and ethnic disparities in youth-serving systems.
Known for connecting strategy with humanity, christian’s work is practical, relational, and grounded in community context. He holds a PhD in Social Policy from Brandeis University, an MPH from Drexel University, and an MBA in Management.
