Dr. christian h. bijoux is a nationally respected equity, organizational development, and systems-change leader with more than 20 years of experience supporting public agencies, nonprofits, and cross-sector partnerships to turn commitments to equity, fairness, and inclusion into sustained, measurable practice. His work sits at the intersection of public systems, community development, and leadership transformation, with a particular focus on youth legal systems, child welfare, and equity-centered organizational change.
christian is known for helping organizations move from intention to implementation, strengthening leadership capacity, aligning strategy and operations, and embedding equity into everyday decision-making. He brings a public-health and epidemiological lens to complex institutional challenges, combining data analysis, systems thinking, and community insight to support practical, durable solutions that improve outcomes for young people, families, and communities.

work
christian currently serves as Deputy Director at the Georgetown Center for Youth Justice, where he supports national efforts to advance fair, effective, and developmentally appropriate youth legal systems. In this role, he works with state and local leaders, practitioners, and cross-system partners to strengthen policy, practice, and leadership capacity across jurisdictions.
Alongside his national role, christian leads Bijoux Consulting Group, where he partners with public agencies, nonprofit organizations, and collaboratives to support strategy development, organizational learning, program improvement, and equity-centered systems change.
Recent Leadership Roles
Most recently, christian served as Chief Diversity, Equity, and Inclusion Officer at the San Francisco Public Utilities Commission, where he led enterprise-wide strategy, leadership development, and change-management efforts focused on embedding equity into organizational culture, policy, and decision-making. He concluded this role in August 2025, bringing deep experience in navigating large, complex institutions while balancing workforce well-being, operational excellence, and public accountability.
Following this role, christian briefly served as Head of Organizational Development and Leadership at the Massachusetts Convention Center Authority, where he supported early efforts to strengthen leadership development and organizational learning within a hospitality-driven public enterprise.
education & credentials
christian holds a PhD in Social Policy from the Heller School at Brandeis University, a Master of Public Health from Drexel University, and an MBA in Management, providing an interdisciplinary foundation in public health, organizational leadership, and systems thinking.
In addition to his academic training, christian has served as an adjunct professor and is a nationally sought-after speaker, facilitator, and advisor to public agencies, nonprofit organizations, and cross-sector partnerships. His work supports equity-centered organizational practice, leadership development, data-informed decision-making, and systems-level change across youth legal and child welfare contexts.
